WHY THIS INSTRUMENT EXISTS
Individual use cases are usually judged one at a time, which hides a portfolio-level trap: a set of use cases that each look reasonable can collectively concentrate risk on one evidence source, one supplier chain, or one unreviewed decision path.
Plotting every use case against its risk level and its evidence readiness turns a list of proposals into a map of where the organisation's real exposure sits, and where the next defensible use case actually is.
