Desirability, feasibility and evidence readiness together

A use case needs all three to succeed: someone wants it, the evidence supports it, and it can be built and verified inside a reasonable cycle.

Desirable-but-infeasible ideas consume budget without producing a defensible result; feasible-but-undesired tools go unused. Score all three dimensions before committing a quarter of work.

Evidence readiness is frequently the limiting factor in wind quality: documents exist but are scanned, unindexed, or inconsistently revisioned across suppliers.
